The most affordable Galaxy phones with an AMOLED display. The price difference is small, so the question isn't money but whether the new model offers anything tangible. Spoiler: less than we'd like.
Short answer
Galaxy A17 - the proven Helio G99, two SIMs and a memory card slot. Galaxy A18 - Samsung's new Exynos 1610 chip and a longer update horizon. If two SIMs matter to you, get the A17.

Chip
The Helio G99 is the "gold standard" of budget 4G: 6 nm, efficient and stable. Samsung hasn't published official specs for the Exynos 1610 yet, so we can only honestly compare speed after testing. In core count and clock speed it's close to the G99.
Everything else
Display, battery, cameras, memory - the same. So the A18 is "the same A17 with a new chip".
